As the user you login as (ie: not root) edit or create the file named gtkrc-2.0.
vim ~/.gtkrc-2.0
and add the line
gtk-enable-tooltips = 0
if the file dosen’t exict yet, don’t worry about it.
Last, reboot your system and the tool tips should be gone.
